If you live in eastern Connecticut — in towns like Coventry, Andover, Hebron, Tolland, Colchester, or Marlborough — there is a very good chance your home is on a private well and septic system. And if you are thinking about building an ADU, that fact has major implications for your project. Septic and well capacity issues are, in our experience, the single most common reason ADU projects in rural Connecticut cost more than homeowners expected — or get stopped in their tracks entirely. Here is what you need to know before you design anything.
Why Septic Matters So Much for ADUs
Adding a second dwelling unit to your property — even one attached to your home — adds sewage flow. Connecticut’s Department of Energy and Environmental Protection (CT DEEP) regulates private septic systems, and most Connecticut towns will not issue a building permit for an ADU without documentation that the septic system can handle the additional load.
Septic systems are designed for a specific number of bedrooms. The standard calculation under Connecticut regulations is 110 gallons per day per bedroom. A 3-bedroom main house requires a system designed for at least 330 gallons per day. If you add a 1-bedroom ADU, you are adding 110 gallons per day — a 33 percent increase in required capacity. If your existing system was designed at or near its maximum capacity, it cannot legally support an ADU without modification or replacement.
When Your Existing Septic System Can Handle an ADU
In some cases, the existing septic system is sized generously enough to accommodate the additional flow from an ADU. This is most likely when:
- The system was originally permitted for more bedrooms than you currently have (for example, a 4-bedroom system serving a 2-bedroom home)
- The system is relatively new and in good working condition
- The property has adequate suitable soil area for the existing system’s size
To confirm this, you will need a licensed Connecticut septic engineer (also called a soil scientist or site evaluator) to review your existing system permit, inspect the current condition of the system, and certify that it meets the design flow required for the combined main house and ADU. This evaluation typically costs $500 to $1,500 and is required documentation for your building permit application.
When You Need a New or Expanded Septic System
If your existing system cannot demonstrate adequate capacity, you have a few options:
Expanding the Leaching Field
If your property has additional suitable soil area (land that passes a percolation test and meets CT DEEP setback requirements from wells, property lines, wetlands, and structures), a septic engineer may be able to design an expansion to your existing leaching field. This adds capacity without full system replacement.
Full System Replacement
If the existing system is old, failing, or there is no room to expand conventionally, a full replacement system is required. New conventional septic systems in Connecticut typically cost $15,000 to $35,000 depending on soil conditions, system type, and site complexity. Alternative systems (mound systems, drip irrigation systems, or engineered systems for challenging soils) can cost $40,000 to $80,000 or more.
Perc Testing
A percolation test (perc test) measures how quickly water drains through your soil. CT DEEP requires perc tests as part of any new septic design. On some eastern CT properties with clay soils or shallow bedrock — common in the Coventry/Andover/Hebron area — perc tests reveal conditions that require more expensive alternative systems. This is information you need before you commit to an ADU project.
Well Water Capacity for ADUs
If your home is on a private well, adding an ADU also raises water supply questions. Connecticut does not require formal well flow testing for ADU additions the way it does for new construction on vacant land, but your building official may request documentation that the well can support additional occupants.
The practical concern is water pressure and recovery rate. A well with a poor recovery rate (less than 1 gallon per minute) can struggle to supply a single household; adding an ADU tenant who showers at the same time as the main household residents can create pressure problems. A well pump test performed by a licensed well driller will tell you your well’s flow rate and static and dynamic water levels. These tests typically cost $300 to $600.
If your well has limited capacity, solutions include installing a holding tank to buffer supply, deepening the existing well, or drilling a new well — though a new well in eastern CT can cost $8,000 to $20,000 depending on depth and rock conditions.
How to Find Out Early — Before You Spend on Design
The single most important thing you can do before investing in architectural plans or engaging a contractor for an ADU in rural eastern CT is to get a septic and well assessment first. This step typically costs $1,000 to $2,500 and can save you from designing a $150,000 project only to discover the septic upgrade will cost $50,000 more than you expected.
